2019 Regional TVET Conference

The Philippine TVET Association (PhilTVET), in partnership with the Technical Education and Skills Development Authority Region 3 (TESDA III) organized the 2019 Regional TVET Conference held on February 26, 2019 at the Xenia Hotel, Clark Freeport Zone, Angeles City Pampanga. “Moving Forward the Build, Build, Build Program served as the theme of the event. It was attended by almost 400 representative of Technical Vocational Institutions (TVIs) from all over Central Luzon.

                The program started with an overview and objectives of the event which was presented by the President of the PhilTVET, Dr. Marcelo V. Fernandez, while TESDA Regional Director Dante J. Navarro delivered an Opening Message. RD Navarro’s message emphasized on the priority program of the government which is the Build, Build, Build and encouraged the participants to offer programs related to the construction sector. He also mentioned EO No. 70: Institutionalizing the whole-of-nation approach in attaining inclusive and sustainable peace, creating a national task force to end local communist armed conflict, and directing the adoption of a National Peace Framework and the efforts of TESDA to extend its services to the Indigenous People. This is in relation to the TESDA Abot Lahat slogan, where in the Authority is determined to expand and strengthen its mandate, programs and services. It will reach out and serve new and more clients and partners with a clear purpose… to transform and improve the lives of the poor and undeserved citizens on this country for the better.

                During the program, Mr. Nomer M. Pascual presented the Amendments of Sec. XVII: Sanction and Penalties of the Amended Omnibus Guidelines for Program Registration under the Unified TVET Program Registration and Accreditation System (UTPRAS). Necessary changes have to be made in the guidelines in view of and in order to deter the increasing number of reports concerning repeated violations of private TVIs with respect to the guidelines connected with TVET Program Registration.

                In the afternoon, Provincial Director Virginia B. Bondoc of TESDA-Bataan briefed the participants on the process of recognition of Diploma Level 5 Program. She also encouraged specially those Higher Educational Institutions offering TVET programs to apply for program recognition, for a seamless transfer from TVET to degree program. Next to present is Engr. Joseph Diamante, Senior Project Staff of the Scholarship Management Office of TESDA, who presented and discussed the Omnibus Guidelines for TESDA Scholarship Programs (TWSP, STEP, PESFA, UAQTEA). He extensively explained the guidelines and clarify matters regarding scholarship program implementation.

                To represent the Keynote Speaker SAP Christopher Bong Go is the General Manager of Camp John Hay , Baguio City , Mr. Allan Garcia. He spoke of the importance of the skilled workers in nation building and the high demands of Filipino workers not just locally but also abroad.

                As the last speaker, Provincial Director Ben-Hur B. Baniqued presented the Skills Competition. He informed the participants that the ASEAN Skills Competition would be hosted by the Philippines in 2022. He also encouraged all TVIs to participate in their respective Provincial Skills Competition.

                To cap the event, Dr. Reynato C. Arimbuyutan, Senior Vice President of PhilTVET delivered the closing message.
