In a memorandum issued last May 14, TESDA Secretary Isidro S. Lapena Sid Lapeña ordered the resumption of face-to-face training and the conduct of competency assessment in areas under GCQ.

This was after President Rodrigo Duterte approved IATF’s recommendation to place Metro Manila, Cavite, Laguna, Bulacan, and Rizal provinces under GCQ from May 15 to May 31.
