TESDA devolves PTC-Malolos to City Government
The management of the Provincial Training Center-Malolos (PTC-Malolos) is now in the hands of the City Government of Malolos.
This developed as TESDA, led by Secretary Joel Villanueva inked a memorandum of agreement (MOA) with the City Government of Malolos headed by Mayor Christian Natividad on March 4, 2013, effectively devolving management and supervision of the Bulacan-based technology institution. The joint endeavor, according to Mayor Natividad, aims to turn the training center’s delivery of training and skills development opportunities more responsive and accessible to the needs of the city residents. “This is in line with the Aquino administration’s commitment to leadership development and support for educational and cultural activities,” he said.
For his part Sec. Villanueva stressed that the partnership is intended to share information and expertise so that everyone can access technical education and skills development opportunities. “This is not just a record of agreement, ut rather a partnership in enhancing capability building and skills provision. This will be of great help to the public, out of school youths, women, disadvantaged groups, workers, and to anybody who has the interest in technical and skills development, he said. The MOA allows for exchange and combination of expertise between TESDA and the City Government.
Also present during the MOA signing are TESDA-III Regional Director Teodoro Gatchalian, TESDA-Bulacan Provincial Director Luz Victoria Amponin, Kathrine Angeles of PTC Malolos, Malolos Vice Mayor Gilbert Gatchalian City Administrator Rizaldy Mendoza and Ravenal Ramos, Department Head of the City’s Community Training and Employment Office. Also present are CIBAC Party list representative Sherwin Tugna, Malolos Police Chief David Poklay, and Councilor Noel Pineda.
PTC-Malolos is situated in Sitio Umboy in San Agustin, City of Malolos a few steps away from the historic Barasoain Church. It offers welding, food and beverage servicing, bread and pastry production, and bartending courses. It is also an accredited testing center for the same qualifications. The process of devolving the training center was initiated in 2004.
