TESDA, DSWD launches Cash for Training Program for CL

The Technical Education and Skills Development Authority (TESDA) and the Department of Social Welfare and Development (DSWD) of Central Luzon launched its P93.9M Cash for Training Program (C4TP) for Region III on March 4, 2013 at the Bren Z. Guiao Convention Center.
C4TP shall benefit at least 4,695 out of school youth who will undergo skills training at designated technical vocational institutions (TVIs) for them to become wage (trabaho) or self-employed (hanapbuhay). Each C4TP scholar shall receive P20,000 worth of financial assistance

The launch is part of the P1.314B nationwide program that shall benefit more than 65,000 OSYs and unemployed adults that are identified and selected by the DSWD thru its Cash Conditional Transfer, also known as the Pantawid Pamilyang Pilipino Program, or from among the Pag-Asa Youth Association members.

Secretary Joel Villanueva, TESDA Director General and DSWD’s Assistant Secretary for Operations and Coach-Monitor of Luzon Cluster Teodulo Romo Jr. led the launching ceremonies with TESDA-III Regional Director Teodoro Gatchalian, DSWD- Regional Director Adelina Apostol, TESDA provincial directors, and the provincial, city and municipal social welfare officials of the DSWD.

Villanueva said that the C4TP is a combination of both the Filipino’s affinity to work or trabaho and the Chinese’s bias for entrepreneurship or negosyo. He called on the benecifiaries whom he described as the chosen ones to “…train hard, and later on, work hard to achieve their dreams.”

On the other hand, RD Gatchalian said that under the program, the scholars shall choose and enroll in tech-voc courses that are “key employment generators” as identified by the Department of Labor and Employment. The courses are in the areas of Agribusiness, Business Process Outsourcing, Construction, Manufacturing, Tourism, Health, Wellness and Medical Tourism, and Transport and Logistics.

TESDA’s technology institutions and partner TVIs shall deliver the programs either at their own training facilities or thru the mobile approach, where the trainings take place at the barangays.
