TESDA Pampanga continuously facilitates the distribution of starter toolkits to the beneficiaries of 2020 STEP (Special Training for Employment Program) and 2020 UAQTEA (Universal Access to Tertiary Education Act) scholarship program under various qualifications.

The starter toolkits, being one of the benefits under the STEP and UAQTEA scholarship program, are given to deserving beneficiaries in order to address the specific skills needs of the communities through promoting employment, particularly through entrepreneurial, self-employment and service-oriented activities.
