TESDA Secretary Isidro S. Lapena Sid Lapeña has issued Memorandum 270, s 2021 last May 14, directing the resumption of competency assessment in NCR Plus and in Abra Province after said areas were downgraded to General Community Community Quarantine (GCQ) with heightened restrictions by virtue of IATF Resolution No. 115-A series of 2021.
