
“Tulong Trabaho Act” IRR Zonal Consultation for Luzon
The Zonal Consultation for the draft Implementing Rules and Regulations (IRR) of RA 11230 “An Act Institutionalizing a Philippine Labor Force Competencies Competitive Program and Free Access to Technical-Vocational Education and Training (TVET) and Appropriating Funds Therefor” or the “Tulong Trabaho” Act, for Luzon was held on May 17, 2019 at the Royce Hotel, Mabalacat, Pampanga.
The consultation was attended by more than a hundred participants coming from the Industry, Local Government Units, Technical Vocational Institutions, Regional and Provincial TESD Committees, National Government Agencies and TESDA Offices from regions CAR, I, II and III. This activity is necessary to get inputs, comments, issues and recommendations for the refinement of the IRR.
Executive Director Imelda B. Taganas of the Qualification and Standards Office of TESDA, presented the draft IRR, and together with her the Director-in-Charge of the Scholarship Management Division, Dir. Sonio D. Lipio, and TESDA Board Members Atty. Bayani G. Diwa, Mr. Isidro Antonio C. Asper, Mr. Ramon R. de Leon and Mr. Rogelio J. Chavez, Jr. served as panel members during the consultation/discussion proper. Former Director General of TESDA, Sec. Irene M. Isaac is also present to witness the event.
Authored by Senator Joel J. Villanuea, the Tulong Trabaho Act is aimed to a) strengthen the qualifications of the Filipino workforce to meet the challenges of the rapidly evolving workplaces and work structures; b) provide for more innovative approaches to Technical Vocational Education and Training (TVET) linked to the requirement of industry to primarily address unemployment and job-skill mismatch; c) facilitate access to quality TVET; and d) encourage the participation of industry and communities in competencies formation and upgrading towards a more competitive Filipino workforce.
